Fatal Shootings by ICE Agents

1. Renee Nicole Good — Minneapolis, Minnesota

Date: January 7, 2026 (Wednesday, ~9:30 AM)

Location: South Minneapolis residential area

Victim: Renee Nicole Good, 37-year-old white female, mother of three

Circumstances: During an ICE enforcement operation in south Minneapolis, agents conducted a traffic stop. Video footage obtained by bystanders shows an agent positioned in front of Good’s vehicle while she reversed, then turned her wheels and moved forward. An agent standing in front of the vehicle fired at least two shots through the windshield at close range. Good’s vehicle lost control and crashed into a parked vehicle nearby. She was transported to Hennepin County Medical Center where she died from her injuries.cnn+1

2. Keith Porter — Los Angeles, California

Date: December 31, 2025 (New Year’s Eve, ~10:40 p.m.)

Location: Village Pointe Apartments, Northridge, Los Angeles

Victim: Keith Porter, 43-year-old Black male, father of two

Circumstances: An off-duty ICE agent living at the same apartment complex shot and killed Porter. According to DHS, the agent heard gunfire outside his apartment that sounded as if it was getting closer. The agent retrieved his ICE-authorized firearm, left his apartment, and confronted Porter, whom DHS identified as an “active shooter.” DHS claims the agent identified himself and Porter aimed a rifle at him, at which point the agent ordered Porter to put down the weapon. When Porter allegedly did not comply, the agent shot him. DHS further claimed Porter fired three rounds at the officer before dying.abc7+2

Disputed Account: Porter’s family and advocates claim he was firing a gun into the air as part of New Year’s Eve celebrations, a common but illegal Los Angeles practice. Attorney Jamal Tooson stated: “What should have been an arrest and possible citation has turned into a death sentence and potentially cold-blooded murder from an ICE agent who was not equipped to handle the situation.”abc7

Tooson claimed witnesses heard an agent demanding Porter “put down the rifle” multiple times but never identified himself as law enforcement. 3. Silverio Villegas-González — Chicago, Illinois

Date: September 12, 2025 (Thursday morning)

Location: Franklin Park, suburban Chicago (Illinois)

Victim: Silverio Villegas-González, 38-year-old male from Mexico

Circumstances: During a traffic stop as part of Operation Midway Blitz (ICE’s immigration enforcement operation in Chicago), agents pulled over Villegas-González’s vehicle. According to ICE, Villegas-González resisted arrest and attempted to flee in his vehicle, striking an officer. DHS claimed the officer was seriously injured and required hospitalization.nytimes+2

Contradicting Evidence: Body camera footage obtained by Chicago Sun-Times shows the ICE agent involved describing his injuries as “nothing major” immediately after the incident, contradicting DHS’s account of serious injury. 4. Unnamed 31-Year-Old Mexican National — Rio Grande City, Texas

Date: December 11, 2025 (Wednesday, ~4:00 p.m.)

Location: Riverbank west of Rio Grande City Port of Entry, Starr County, Texas

Victim: Unidentified 31-year-old male from Mexico

Circumstances: U.S. Customs and Border Protection agents (related federal agency) were conducting targeted immigration enforcement operations near the Rio Grande. Agents observed a group of individuals, allegedly wearing camouflage, walking north near the border. Agents approached and identified themselves. The group attempted to flee back toward Mexico. One agent attempted to arrest the 31-year-old individual. After approximately two minutes of physical altercation, the agent discharged his firearm three times, striking the victim.latintimes+1

Response & Transport: Backup agents arrived at 4:25 p.m. and began CPR. Emergency medical services transported the victim to Starr County Hospital in Rio Grande City, where he was pronounced dead at 5:08 p.m.krgv+1

Non-Fatal ICE Agent Shootings

5. Carlitos Ricardo Parias — South Los Angeles

Date: October 21, 2025

Location: South Los Angeles neighborhood

Victim: Carlitos Ricardo Parias, 44-year-old, known as “RichardLA” on TikTok (130,000+ followers)

Circumstances: Federal agents (ICE and U.S. Marshals) used their vehicles to box in Parias’s vehicle. Body camera footage shows an ICE officer breaking the passenger window with one hand while holding a firearm in the other, repeatedly shouting “break the window.” As the officer smashed the window, the car began to rev, creating smoke. The officer pulled out his gun while continuing to break the window.latimes

Video Evidence: Body camera footage shows Parias raising his hands and asking why he was being detained. The officer shouted to other agents “Get him out.” Agents told Parias that if he moves, “they’ll shoot.” Seconds later, the officer discharged his weapon. Parias screamed “Mi mano” (My hand) as he was struck in the elbow. A deputy U.S. Marshal was struck by a ricochet bullet in the hand.latimes

Prosecution Dismissal: Parias was charged with assault on a federal officer. However, on December 28, 2025, U.S. District Judge Fernando M. Olguin dismissed the case with prejudice, citing constitutional violations. The judge found Parias had been illegally deprived of access to counsel while held in immigration detention and that the government failed to comply with discovery deadlines, including timely release of body-worn camera footage. 6. Jose Garcia-Sorto — Phoenix, Arizona

7. Marimar Martinez — Chicago, Illinois

Date: October 4, 2025

Location: Brighton Park neighborhood (39th Street and South Kedzie Avenue, Chicago)

Victim: Marimar Martinez, 30-year-old U.S. citizen, female

Circumstances: While driving in her neighborhood to warn residents about ICE operations, Martinez was followed by U.S. Customs and Border Protection agents in a vehicle behind her. Body camera footage obtained by CNN shows the CBP agent aiming an assault rifle at her vehicle and shouting “do something, bitch” before opening fire, striking her five times in the arms and legs. The agent shot her with an assault rifle in broad daylight during an active enforcement operation.fox9+1

Legal Case & Video Evidence: Martinez was initially charged with assault and resisting federal officers, with prosecutors claiming she rammed a CBP vehicle. However, body camera footage contradicted this account. Federal prosecutors moved to dismiss charges on November 20, 2025, and U.S. District Judge granted dismissal on November 21, 2025. 8. Carlos Jimenez — Ontario, California

Location: South Vineyard Avenue, Ontario, California (near school bus stop)

Victim: Carlos Jimenez, 24-year-old U.S. citizen

Circumstances: Jimenez was driving to work at a local food bank when he observed ICE agents conducting a traffic stop at a location where a school bus stop was frequented by local schoolchildren. According to his attorneys, Jimenez pulled over to warn the agents: “Hey, there’s a bunch of kids about to be across the street, cuz they’re going to school.”lataco

A verbal altercation ensued. One agent approached Jimenez’s vehicle with a firearm drawn and threatening language with pepper spray. When Jimenez drove away from the threatening agents, an ICE officer shot him through the back passenger window, striking him in the right shoulder. The bullet lodged in his shoulder and remained there as of November 10, 2025. DHS Assistant Secretary Tricia McLaughlin claimed Jimenez had “reversed directly at them,” but attorneys and witnesses dispute this account, noting he was driving forward and away from agents.lataco

Circumstances: ICE agents approached a white van containing two undocumented immigrants and ordered the driver to turn off the engine. When the driver refused and began ramming ICE vehicles and driving toward agents, ICE officers opened fire in self-defense. Victim: Juan Carlos Rodriguez Romero, 54-year-old male from Cuba

Circumstances: ICE deportation officers attempted a traffic stop. Rodriguez Romero refused commands and attempted to flee in his SUV. He accelerated toward ICE officers on foot, lost control, and struck two parked cars. During a second apprehension attempt at his apartment complex parking lot, Rodriguez Romero accelerated toward officers again and struck one officer. An officer fired two shots (which did not strike Rodriguez Romero) at the vehicle. Rodriguez Romero rammed another ICE vehicle before attempting to flee on foot into his apartment. Officers subdued him, but he bit one officer, drawing blood.justice+1

Jaime Alanis — Camarillo, California

Date: July 10-12, 2025

Location: Glass House Farms, Camarillo, California

Victim: Jaime Alanis, 57-year-old male from Mexico

Circumstances: During an ICE raid on July 10, 2025, at Glass House Farms (a state-licensed cannabis cultivation facility that also grows tomatoes and cucumbers), agents deployed in unmarked military-style vehicles using excessive force including rubber bullets, tasers, and tear gas. Alanis, who had worked at the farm for a decade, fled from agents and climbed onto a greenhouse roof.
